This winning project was presented to the PUCA (Urban planning, Architectural design – the Housing Ministry) jointly by Christian Gimonet and POBI (Jacob Group) for the CQFD National Competition (Cost – Quality – Reliability – Delivery time) second session. The collaboration of Architect and Manufacturer, started in 2004 for the Durable Urban Villas in Bourges, aims to establish a range of industrialised combinable timber-framed houses which can satisfy the demand of both public and private owners. It is supported by the dossier presented at the first session of the CQFD and improved by new solutions worked out by their continual collaboration.

The new project, presented at this second competition goes much farther towards the goals of the Swiss “Minergie” and the German “Passiv-haus”.

An ecological approach and industrial means adequate for the requirements of the market.
 
In order to understand and assimilate the way organisations such as CSTB, ADEME, PREBAT etc. would like the building industry to go (that is towards construction which conforms to the challenges facing the planet) the architect, who has been fighting for a long time for global costs and ecological architecture, followed important events in 2006 and 2007: the New Energy round tables in Paris on 16th June 2006, Solar panel exhibition in Friburg en Brisgau, the CSTB day on the Positive Energy House on 28th September 2006, a day on Global Costs at the Senate on 12th March 2007, the First Prebat and photovoltaic panel Congress at Aix les Bains from the 20th to the 22nd March 2006 etc.
 
As for the Jacob Group, in order to improve production and productivity it has increased its personnel and is building a new 10000 square metre factory (taking its total production area to 22000 square metres). The cost of this investment is 10 million euros and will enable the company to produce a minimum of 1600 ecological housing units a year as from 2008 (the maximum capacity of the future factory will be 2200 housing units a year).
 
For its subsidiary POBI, the Jacob Group is finalising steps for the CE label and the ATE (European Technical Approval) for its complete timber-framed construction kit. It will be the first company in France (and the second in Europe) to have this distinction in autumn 2007. (It will be officially announced during the Housing Minister Christine Boutin’s visit to the Jacob Group head office.) At the moment POBI products have the SOCOTEC Quality label.
 
Partnerships are developing with other manufactures, suppliers of fittings and companies specialising in installation able to work on a regional or even national basis. Do not forget that the 55 Durable Urban Villas in Bourges satisfying 11 of the 14 HQE criteria are in the 821 euros before tax per square metre bracket. 40 houses have already been built, the rate of 5% tolerance has not been overstepped.

Primary Energy goal: 45 kwHep per square metre
 
To satisfy the new rules on adaptability for disabled people a new four roomed unit has been developed. Two and three roomed houses have also been designed to satisfy exact needs of the owners (Nievre Habitat) and for a project in La Charite sur Loire (what is more this project was chosen by Burgundy Regional Council as its 2006 low energy construction project). All of this range of houses can be used alone or together with annexes such as garages, car ports, garden sheds etc.
 
Solutions which have already been finalised in Bourges (55 Durable Urban Villas for Bourges Habitat) suitable for ensuring savings in heating and summer comfort such as mechanical ventilation double flow with Canadian wells, passive solar etc. will obviously be used again, the technique of timber-framed panels (walls and floors) is developing towards “panels closed” by Pregyplac BA13.
 
Housing insulation is strengthened and primary energy for heating should be less than 45kwhEp per square metre. As for the heating it is still planned to be floor heating. Integrating photovoltaic panels shows a willingness to move towards positive energy houses, this new idea enables us to juxtapose things to satisfy higher densities.
 
An example of this application: an estate of 28 bioclimatic houses
 
To illustrate the capacities of very varied groupings possible with these houses, the winning team presented a theoretical neighbourhood unit model capable of satisfying construction costs of 1000 euros before tax (before VRD):
 
-         28 bioclimatic houses in an area of 4600 square metres ( the national average for the number of houses per estate), four two roomed, eight three roomed, twelve four roomed and four five roomed houses. Each house has a winter garden and sixteen have private, well-situated gardens compatible with RT 2005 linking area to facades.
-         One full-sized neighbourhood unit where the inhabitants could experience urban living
-         Harmonious integration into sites which could possibly be traditional housing
-         A minimum amount of roads reducing both the visual and sonorous impact of cars
-         A size of operation enabling the introduction of equipment such as: lifts giving disabled people access to all floors, wood heating with storage silos, rain water stores, collective TV aerials, 260 square metres of phopovoltaiques panels( that is 26kw) and recycling bins.
Delivery dates: From units which have already been perfected, the length of the study period is three months not counting the period for agreement by the owner; three months for finalisation, supplies and manufacture before delivery. The system of construction enables us to build water tight and draught free units in three days. The timetable for finishing works is largely dependant on the weather.
 
The new project goes much further towards the objectives- Swiss “Minergie” and German “Passiv-Haus”. What is more, the Canadian wells can add up to three degrees centigrade to air brought into the house. This gain corresponds to the energy needed to heat three traditional houses (3 roomed) for one year.
 
Finally, pre-heating of sanitary hot water by solar energy gives a double saving. Firstly the water arriving at the immersion heater will not be cold but pre-heated so water already in the immersion heater will not be cooled down by water coming in. Secondly the water will be heated by energy which is in abundance, is free and with almost no pollution. The saving in terms of respect for the environment (reduction in the emission of greenhouse gases) and in terms of energy, and so cost, is only more significant.

POBI has just received European Technical Approval (ATE), and consequently the CE label “ Complete timber framed construction kit”. It is the first time in France that a company has been the holder of this statutory ‘open-sesame’.

And so the JACOB GROUP subsidiary has become a member of the very select club of a few European companies who hold this distinction.

The CE label is based on the European wish to ensure free circulation of products within European markets in accordance with precise criteria. For this, Europe has introduced harmonisation of technical rules so as to ensure the conformity of a product regarding performance, safety, health and use. The CE label for timber framed construction kits has been a legal obligation applicable to the European Market, and so in France, since 24th May 2004. A company becomes eligible for the label when a complete timber framed construction product is put up for sale on the European market.
 
It is in this context that POBI, in 2004, started to approach the CSTB ( The Scientific and Technical Centre for the building industry) with a view to obtaining the CE label for a complete timber framed construction kit. European legislation defined a “complete kit” as having as a minimum the following components:
 
-         Structural elements (walls, floors and roof timbers)
-         External covering components (insulation, interior covering, waterproofing)
-         Internal supporting wall components
-         Necessary places for installation of networks (such as electricity and water)
 
In fact, contrary to partial kits, the CE label for a complete kit is the only one to satisfy seven essential requirements, of which six are common to the whole of Europe, as defined in the directive for construction products (DPC), that is:
 
-         Mechanical resistance and stability
-         Fire safety
-         Health, hygiene and the environment
-         Job security
-         Phonic insulation
-         Thermic insulation and energy saving
 
The seventh requirement is only valid in France “Aspects of durability, adaptability to use and identification”. These seven requirements define the minimum performance as fixed by the DPC.
 
The CE label for a complete kit ensures these points for the product in its entirety and not on the individual kit components. For example the phonic requirements are not for the wall delivered alone but for its permanent incorporation into the job. For that, the kit includes technical solutions, such as junctions, which ensures the phonic performance of the job. These have been measured during tests carried out by external specialist laboratories.
As of now, POBI is able to supply its clients with complete kits with the CE label for all types of timber-framed construction. From now on the CE approval accompanying each kit confirms to local authorities ( the Customs and the DGCCRF) the legality of its being on the market . What’s more, these same customers can give this CE approval to their insurers who in turn can apply guaranties or even reduce the premium.
 
POBI, already a member of the SOCOTEC Quality Association (a voluntary quality label), is the first French company whose products conform totally to European rules in force regarding timber-framed constructions.

Francois Patriat, the former Minister for Agriculture, President of the Regional Council of Burgundy came on an official visit to the Jacob Group headquarters in La Charite sur Loire on 27th September. He was accompanied by Gaetan Gorce, the Deputy Mayor of La Charite, Marcel Charmant, the President of the General Council of the Nievre, and numerous other political and business personalities. This visit enabled Pascal Jacob and his collaborators to make a precise point about the development of the Jacob Group.

The Jacob Group takes stock half way through its industrial programme.
 
Halfway through its industrial development programme in 2006 the Jacob Group committed an investment of 12 million euros aimed at positioning itself, between now and 2010, among one of the five leading European manufacturers of timber framed partitions used in construction. The first stage of this programme has just been accomplished. Initially it enabled the Jacob Group to regroup all its industrial activities on the same site (in La Charite sur Loire) by relocating and modernising its “industrialised and traditional roof trusses and timbers” branch (Jacob Structures Bois SA, which until then had been located 40 kilometres to the south). This first stage also involved a first block of investment in the manufacture of timber framed walls with the bringing on stream of a new 120 metre long automated production line (framework and finishing line) to be inaugurated in the near future by the Minister for Housing and the City, Madame Christine Boutin. From this autumn, this new line will enable the factory to produce 3 housing units (equivalent to an 85 square metre habitable unit) per day.
 
This investment programme will continue in 2008 with the construction of a second plant (40m x 250m) attached to the current factory (100m x 100m). This new building will be entirely dedicated to the automated manufacture of walls, floors and integrated and closed roof elements, destined for the construction of individual housing and private and public collective buildings. Production will then reach 7 housing units per day.
 
The Burgundy Region – a historic partner of the Jacob Group.
 
The Burgundy Region, but also the General Council of the Nievre, the State and the European Community are strongly supporting this industrial project, which appears to be highly important to an entire area prey to major economic problems.
The Burgundy Region has notably intervened in helping with material investment and with an employment creation scheme complementing the PAT ( a local development subsidy): 210 jobs will be created between 2007 and 2011 as part of the Jacob Group’s industrial development.
 
A local French leader in the wood construction industry
 
President Patriat was able to appreciate the exceptional industrial dynamism of an entire area around the “wood construction” sector. Remember that the Jacob Group, located on the “Pole Bois” (wood sector) in La Charite sur Loire is situated near two other major industrial sites: the “Pole Bois” in Clamecy and “Pole Bois” in Sougy sur Loire (sawing, “contre collé” and glued laminated timber). These three sites, which are less than a hundred kilometres apart, will total nearly 50 million euros of investment between 2007 and 2008. These three “wood sectors”, which by 2009 will provide more than 1000 jobs, will make this area the largest producer in France of sawn wood and in the manufacture of parts for structures, frameworks and wooden parts for finishings destined for the construction market.

The number of visitors to the Jacob Group website has reached new records since the beginning of September 2007 - 5567 registered hits on 24th September which makes an annual equivalent of 2 million visitors and 12 million pages seen

 
The wood website le-bois.com, the site pobi.fr and Pascal Jacob’s blog total, between them, more than 80% of these visits. Since this summer the Group’s new “blogosphere”, bringing together the websites groupjacob.com, lamaisonbois.com, le-batiment.com, bloglebois.com, has had a very promising start with 800 individual visits a day (300,000 a year).

The Jacob Group and its constructive industrialised solutions for buildings was unequivocally successful at the Council Housing Congress which took place in Lyon from the 18th to the 20th of September last year. Despite having a much smaller stand than the giants of BTP, the Jacob Group was subjected to a veritable tsunami in terms of the number of visitors from the council housing sector (OPAC, Office HLM etc) interested in these ideas.

 
The key to this success was the conference held in the sustainable development pavilion organised around the theme of “Industrialised structures and coverings of buildings: What are the solutions?”. Carefully followed by 300 people, Pascal Jacob’s speech, which had been meticulously prepared well in advance in collaboration with Cabinet Engenor (Yves Rodarie and Philippe Des Robert), was particularly noticed by people from all over the country involved in the housing market.

The Jas d’Eclans , situated between Draguignan and Le Muy (83 – the Var department) is a timber-framed construction that is exceptional because of its size and technical performance. Made up of 5 buildings completely built with POBI components (walls, floors), this construction is to be used as part of a wine-growing establishment including the vat area, storage and public reception areas. The total roof trusses are of a traditional type and are also made by the Jacob Group.

Mediterranees Charpentes, a timber and construction company and POBI’s partner in the PACA region (Provence Alpes Cote d’Azur), carried out the construction work. Jas d’Eclans is the biggest timber framed construction to be built in the PACA region over the last few years.

The biggest HQE timber framed housing estate built in France in 2007, was inaugurated on the 1st of September by Serge Lepeltier, Mayor of Bourges and former Minister of Ecology.

This estate of 55 town houses, winner of the Concours PUCA 2004 (architect: Christian Gimonet) is without doubt one of the best testimonials to The Jacob Group and its subsidiary POBI. The level of environmental performance is exceptional and, to this day, has never been equalled in France in council housing construction: 11 HQE targets have been met out of a possible 14 for a very competitive price of 816 euros before tax per square metre!!
 
Without doubt more important is the reduction in energy consumption over all the houses – reaching 226MWh, in other words the equivalent of 45 tons of greenhouse gases which will not be released into the atmosphere each year. Each tenant or owner will save 145 euros including tax per year on his gas bills.
 
The idea behind this model project is to offer tenants or owners (40 houses are planned for rental and 15 for purchase) a real individual house, in an urban context, recreating a neighbourhood or village atmosphere. The size of the site should encourage public transport services into the estate and consequently limit car use. The durability side is covered mainly by the choice of materials – the ecological effects have to be brought under control, and so wood, de facto, better than any other construction material, is totally adapted to this objective. In fact wood is the only naturally renewable construction material and with a level of CO2 fixed at one ton per cubic metre it contributes towards reducing greenhouse gases.

The Jacob Group has chosen to partner/sponsor the 3rd International Ecological Film Festival taking place from 4th to 7th October 2007 in Bourges.

 
The goal of this festival is well marked out - bringing the population towards ecology and heightening festival2.jpg public awareness via films, It is also in line with the strategy of the Jacob Group which is to favour any action which will help sustainable development and make the protection of our planet a national and an international priority.
 
 
The cultural agency in Bourges is organising this International Ecological Film Festival to reward the best films, to encourage thought about sharing fairly and to spread these ideas to everyone concerned by the future of man and planet Earth.
 
 
The Jacob Group remains faithful to its strategy of patronage and partnership by every year supporting a major cultural event. In 2006 literature and words, in 2007 “le 7eme Art/ films”, so 2008 should certainly be musical patronage…

POBI, “Pre-fabricated framework, walling and coverings for buildings “ the Jacob Group subsidiary, is taking part in the next “Expo Eurasie Construction” from 16th to 18th October at Ekatarinburg (Russian Federation – Urals). Participation in this major construction meeting in Russia takes place in the context of a partnership between Ural-Atlantic/ CRCI de Bourgogne and the Jacob Group.

The “Pre-fabricated framework, walling and coverings for buildings” subsidiary of the Jacob Group will have a stand at the next HLM Congress, organised by the Union Sociale pour l’Habitat which will take place in Lyon from 18th to 20th September 2007 (Centre de Congres – Cite Internationale).

The Congress of the Union Sociale pour l’habitat is an annual event that brings together approximately 8000 people (congressmen, members of council housing organisations, elected members, housing professionals, industrialists) and takes place in a different city in France every year.
 
Pascal Jacob, President of the Jacob Group will be holding one of the technical workshops in the “Sustainable Development ” Pavillion on Wednesday 19th September from 3pm to 4.30pm (Subject:” The structure and covering of buildings: what are the industrial answers?”
